Coal is dying a painful and desperate death. It is flailing about like a wild animal wounded mortally. Already Kentucky's once lowest electrical rates are being forced up by the increased costs of using coal. A local legislator is using the economic impact to argue that the industry should be supported even if it costs more to the consumer. How is this different from a hidden tax on the use of coal?
